The Ripple Effects of Proposed F-1 and J-1 Changes Could Reach Employers Quickly

A major immigration change affecting F-1 students and J-1 exchange visitors is moving closer to implementation, and the business impact could be significant. DHS is considering replacing the long-standing “Duration of Status” framework with fixed expiration dates for certain visa holders, creating more filings, stricter tracking requirements, and less flexibility for maintaining valid status and work authorization.

For employers that rely on international talent through CPT, OPT, STEM OPT, internship, trainee, and exchange visitor programs, the ripple effects could include onboarding delays, work authorization interruptions, and increased I-9 compliance exposure. Businesses should begin evaluating whether their onboarding, work authorization tracking, and compliance procedures are equipped to handle increased scrutiny and tighter filing timelines.
